Does a community have more of a responsibility to local public health or global health?

It seems we have huge efforts helping people abroad (globally) when there are local people who need our resources just as much. What are your opinions? Why should local community health be more important than global health? All opinions are welcome.

it’s my opinion that community heath should be more important than funding global health. This is not because locals are more important than people who live abroad, but if local health is addressed sooner, it is less expensive in the long run for the community.
