When, and why did the health care debate first start out?

For my civics class I am researching the health care reform. I have read a lot about it, but i’m just kind of looking for a short summary of it all to make sure i’m getting the correct information.

I’m wondering *when* did U.S. health care first start becoming such a big problem? What made people decide that things needed to change?
