Are mental health issues a valid excuse for not filing unemployment claims in time?

I applied for unemployment insurance in July. Because I owned my own business that folded, I had extra paperwork to fill out and more hoops to jump through. Because of stress from the bankrupt business I have had mental health issues that have prevented me from filling in all the paperwork I needed to. I finally am receiving checks, but I was denied for the 21 back-dated weeks when I didn’t call in weekly due to severe depression and anxiety. I want to appeal the decision. Are mental health issues a valid reason for not completing the proper paperwork?

Not at all the real reason is because the system is bogged down due to overwhelming numbers of new claims from the poor economy.
