He's not going to be able to do this. 

Private health insurers in NY aren't going to give you a policy on a new baby.  That first year, IF nothing goes wrong, costs thousands and thousands of dollars, in all those well baby checkups and innoculations.  

But, let's pretend he's 30 and perfectly healthy.  A family plan, would cost about $1200 a month, for a low/no deductible plan.  Or private coverage for him, would cost around $300 a month, or theoretically, private coverage for a healthy 2 year old, would cost around $200 a month, assuming a good, low/no deductible plan.  

So, when you say affordable, you're probably not talking about $500 a month - which is what it would cost for a low/no deductible plan.  

He should sit down with a local agent, who can explain how it works, and show him how to balance deductibles with premiums, to get something that's a happy compromise.</description>

An insurance company will require a SSN.  I don't know if your friend has a SSN.  Without a SSN, your friend will not be able to obtain quotes from any company that I am aware of.  

I am assuming he is employed with a green card, so he should first ask the HR department of his company regarding health insurance options.

If his employer offers no health benefits, AND he has a SSN, then he can shop for personal health insurance.  Whether or not the plan is affordable depends on the types of coverages he is looking for.  A high deductible plan will always be more affordable in terms of premiums, but he will end up paying more out-of-pocket on expenses.

If his wages are low, his child might qualify for the NY SCHIPS program, which is state government health insurance specific for children.</description>
