Those who make the least, pay the most in payroll tax. Once you make $100,000.00 you don't pay payroll taxes on the rest of the money.  So, if you get one mill in payroll, you only pay payroll tax on $ one hundred  thousand of that.</description>

The increasing costs of file keeping, code management and paperwork required by these new HMO's costs the doctors and hospitals a fortune in just these things alone. When I was a kid, most people who worked had Blue Cross blue Shield, and the doctors didn't have to do anything except turn in a bill and get the money the were owed. I didn't have to have a job to buy insurance. I paid $150 a month for full Blue Cross coverage</description>
